The Town of Upton is currently seeking land in town for use as the site of a new Library.

Responses should include a description of the property, along with a proposal to sell, lease or donate the land.

Purchase of Land
Suitable for Use as a Public Library
Town of Upton, Massachusetts
The Town of Upton, Massachusetts (“Town”) is seeking Proposals for the purchase of a parcel of land, or parcels of land, within the Town suitable for the construction of a new public library and Proposals for the purchase of parcel(s) of land with an existing building, suitable for renovation for use as a public library. The Town will also consider Proposals for the donation or lease (minimum term of 99 years) of property.
Sealed proposals shall be submitted to the Board of Selectmen, 1 Main Street, Box 1, Upton, MA 01568 no later than 2:00 PM on June 2nd, 2016, and will be publicly opened and read that same day. Each proposal must be submitted in a sealed envelope which shall be clearly marked “Proposal for Purchase of Suitable Land for Use as a Public Library, Town of Upton.”

The Town reserves the right to reject any and all proposals, to waive any technicalities, to advertise for new proposals, and to make awards as may be deemed to be in the best interest of the Town.
The award of a purchase and sale agreement shall be contingent on Town Meeting authorizing the purchase and appropriating the funds therefor among other contingencies stated herein. The funding source for the project may be Town meeting appropriation and award of a Massachusetts Public Library Construction Program (“MPLCP”) construction grant.
The selection of the Proposer shall be made without regard to race, color, sex, age, religion, political affiliation, or national origin.
All proposals shall remain in effect for one hundred eighty (180) days after the deadline for the submission of proposals. The successful proposer must enter into a purchase and sale agreement with the Town substantially on the same terms as the Purchase and Sale Agreement attached hereto and incorporated herein as Exhibit A within thirty (30) days of award by the Board of Selectmen. The closing shall occur within ninety (90) days from the date (a) the date on which Town Meeting has authorized the acquisition and appropriated the purchase price. Approval is not expected to occur until 2017.
The Library Feasibility Committee will recommend the most advantageous Proposal to the Board of Library Trustees and the Board of Selectmen shall be the awarding authority.
