Department of Revenue weighs in on Treasurer/Collector status

uptontownhallAt the April 22 Selectmen’s meeting the Board received a letter from the Department of Revenue supporting their proposal of changing Upton’s Treasurer Collector position from elected to appointed. The letter dated April 14, 2014  submitted by Joe Markarian, Director of Local Services (DLS) from the Mass Department of Revenue states DLS’s  long-standing position favoring appointed over elected status for municipal treasurers and collectors. The letter was sent to the Board of Selectmen at their request.

The Board of Selectmen is looking for the Town of Upton to support Article 10 which if passed will switch the Upton Treasurer Collector position from an elected position to an appointed position. Upton will make this decision at the annual Town Meeting on May 8. The letter from the DOR supports their position. Upton Treasurer Collector Ken Glowacki does not support Article 10.  (more here)

Markarian writes that based on the DLS experience they have recognized and advocate that policy makers should be elected and operational positions where particular qualifications and skill set are required and should be appointed. The activities of local officials, including treasurers and collectors, are governed by increasingly complicated state laws, rules and regulations. When positions are appointed, the pool of potential job candidates widens significantly beyond municipal boundaries.
