On December 18th a chemical spill occurred at the Grafton Upton Rail Yard during a trans-loading operation taking place between a rail car and a truck tank car. According to local officials approximately 100 gallons of the chemical styrene was spilled; a product commonly used in the plastic industry.
Upton Fire Chief Goodale said, “The spilled product was contained on top of the ground.” The ground surface in the yard is covered in an impervious layer which does not allow liquids to be absorbed into the ground. Chief Goodale also noted ice and snow on the ground from a recent snow storm also acted as a barrier.
The cool weather during the spill lowered the risks of ignition yesterday during the clean up process. Styrene is classified as a flammable substance, having a low flash point of 32 degrees Celsius. Chief Goodale said, “The lower the temperature outside, the lower the chance of ignition. When the temp is below the flash point it is safer.” Last night temperatures were below the flash point.
Waste pellet shavings were used at the scene as an absorbent material and a barrier. Chief Goodale said, “The shavings were used at the recommendation of the State Haz Mat Team because they are non hazardous and were readily available. The used shavings are in the process of being removed from the site and properly disposed of by the licensed clean up contractor on scene. The clean up process is being monitored by the Fire Department and DEP.”
As the clean up process continues Chief Goodale wants residents of Upton to know the situation is under control. At the same time it is important for residents to remain observant. Chief Goodale said, “I would ask, as I always do for residents to remain vigilant and report any unusual odors or occurrences. It is likely there will be a slight non hazardous odor similar to a model glue smell, down wind in the immediate vicinity of the rail yard over the next couple of days. We are aware of the odor. If residents detect a strong odor however, they are encouraged to report it to the fire department by contacting the Dispatch Center.”
As far as costs related to replacing gear and protective clothing which was used during the spill clean up process Chief Goodale said, “It is really too soon for us to discuss reimbursement of costs associated with our response.” He added, “We have a good working relationship with the railroad.” Doug Pizzi, spokesperson for the GU Railroad, said the Grafton Upton Railroad and the town of Upton will meet to work out the costs.
