Free babysitting will be offered for both meetings starting at 6:30 p.m. in the cafeteria of Nipmuc located on the lower level.
There are three articles on the special town meeting warrant involving transferring monies from one account to another, the articles can be reviewed here.
All articles requiring the appropriation of funding at the annual town meeting will be deferred until a reconvened meeting on June 4 after the town has voted on the school’s override request of 1.3 million dollars scheduled for May 18.
Here is a glimpse of what Upton will be voting on Thursday night.
Article 4 – To approve a $1,391,632 Proposition 2½ override for the Mendon Upton Regional School District if passed the ballot vote will be held on May 18.
According to Superintendent Dr. Maruszczak’s presentation there are three main areas driving the budget; increases to everyday operational costs, decreases in state aid, and the investment in ensuring every student has a competitive advantage to be successful in college and beyond. The district is looking at over a million dollars in increases to salaries (COLA), health insurance, retirement plans, an increase in the transportation contract, and has to make up for a $304,840 cut in their Regional Transportation reimbursement from the state. Article 10 – To amend the Town’s current bylaws to include a property nuisance bylaw.
The intent is to help secure the welfare of residents and neighborhoods by requiring property owners to maintain their property. Addresses vacant building, burned structures, dangerous structures, dead trees, overgrowth which may harbor rats, stagnant water, junk, trash not collected, etc. Anyone found in violation will face a fine. Article 11 – Canine Control Bylaw
To control dogs to prevent injury to people, property, and other dogs. Some highlights include picking up pups poop, what properties dogs are not allowed in Upton, dogs at large, and nuisance dogs. You can read the full bylaw here.
Article 13 – Domestic Violence Leave for eligible employees pursuant with the Massachusetts Domestic Violence Leave Act.
Article 14 – To allow employees to opt out of health insurance.
Article 17 – To complete the survey and engineering work needed to plan for a new upper parking lot at Kiwanis Beach
